What is the benefit of being regularly certified versus provisionally certified for child care in Wisconsin?

My wife is going to get certified for child care in wisconsin. She is considering taking the additional training for regular certification versus only the provisional certification. It looks like she would be allowed to watch up to 3 kids either way? So is there a reason she should get regular certified? Does it allow her to do more or something? She plans on watching kids from our home.

    REASONS TO BECOME REGULATED:

    * The caregiver may reduce liability risks by following published rules and industry standards and evaluation on health and safety issues.

    * Many parents prefer regulated care, knowing some degree of monitoring takes place.

    * Wisconsin requires families eligible for public funding to use a regulated program.

    To be eligible for:

    o Food program reimbursement

    o Certain income tax benefits

    o Local and state grants and loans
